Romans were behind the reason for the occurrence of Valentine’s Day 

The origins of Valentine’s Day are the subject of two theories. Some say the holiday is based on Lupercalia, a riotous Roman festival held on February 15th during which men stripped nude and slapped young maidens in the hopes of improving their fertility. The second hypothesis is that Claudius II, the Roman Emperor, barred young men from marrying to bolster his army. St. Valentine violated the taboo and performed secret weddings in the spirit of love, and he was killed on February 14 around the year 270 A.D. for his disobedience.
